Permit, Zoning, and Subdivision Fees

The Bryan County Board of Commissioners approved the FY 2024 budget (January 1, 2024 - December 31, 2024).    With the adoption of the 2024 budget, the Board of Commissioners approved updated permit, zoning, and subdivision fees.  The updated fees will take effect January 1, 2024.

Online payments

You can now pay application and plans review fees online.  After your application is submitted and determined complete, you will receive an invoice.  On the main screen of the public portal, click "Payment," and you will be able to pay the invoice via credit card.  We cannot,  however, accept credit card payments for impact fees, NPDES fees, or water/sewer tap fees.   Note there is a 3.5% service fee for each transaction.  

 

 

Zoning Applications 

Submittal

Bryan County has implemented digital submittal for planning applications.  Through the public portal, you  may submit applications for:

  • rezoning
  • conditional use permit
  • variances
  • preliminary plat/sketch plat 
  • design modifications
  • administrative appeals

To start the submittal process, click on the link above, and  you will be directed to the public portal.  If you have not already created an account, you will need to create an account before starting.  Correspondence, notifications, etc. will be made via email; you will need an email address in order to create the account.  The portal will allow you to add multiple contacts, including the financial contact, i.e., the person responsible for paying application fees.  

Note:  For rezoning, preliminary plat, conditional use permit, and site plan review applications, a Traffic Impact Analysis or Traffic Design Analysis may be required.  (Consult Section 114-428(c)(2) and Section 114-428(d) of the UDO for threshold requirements.)   If a Traffic Impact Analysis or Traffic Design Analysis is required, it must be reviewed and approved prior to the rezoning, preliminary plat, conditional use permit, or site plan review application moving forward.    If you have any questions about the Traffic Impact Analysis requirement, contact the Community Development Department staff prior to starting the application process.

Review process

Once your application is submitted, the Community Development Department will review the application for completeness.  The Department will send an email notification letting the applicant know if the application is complete or if the application is being held for additional information. 

The majority of the applications are reviewed by the Development Review Committee.  As part of the notification process, you will receive an email with date and time of the DRC meeting.  Applicants are welcome, but not required, to attend this meeting to discuss their project.  If the application requires a public hearing, the Community Development Department will send an email notifying the applicant and all identified contacts of the public hearing dates and times.

Documents

Certain documents are required to be uploaded depending on the application.  The County's portal identifies the documents by application type and provides links to special or unique documents.  Many of the applications do require a verification of paid property taxes.  You can access tax records from the Tax Commissioner's website. 

Plan Review Applications

  • Clearing and Grading 
  • Subdivision construction plans (road construction)
  • Site development (commercial construction/non-subdivision)
  • Final Plats
  • Minor subdivision
  • Record Drawings
  • Traffic Impact Analysis

Review Process

Once your application is submitted, the Community Development Department will review the application for completeness.  The Department will send an email notification letting the applicant know if the application is complete or if the application is being held for additional information. 

After the review is completed, you will either receive an approval or you will receive one set of comments from staff.  If you receive comments, you will need to address the comments and submit the applicable revisions/documents.  When a project is being reviewed, the portal will not allow you to upload additional documents.  You may upload documents only when the review(s) is completed and the project is open.
